1.5 YEARS AFTER IN 498 NO CHARGESHEET FILED BY IO

Wife complaints of 498 and 1.5 years back , but no chargesheet filed by IO ? Also IO Says there are no rigid proof of any thing ? but IO is asking to return streedhan ( wife falsely claiming) ?
What does such situation means where after 1.5 years no chargesheet filed by IO in 498 ?

You may immediately approach High Court and get stay order on such investigation and at the end it may be quashed under Section 482 of Cr.P.C.

In my opinion your IO is a good person that he is sharing the details with you. What you should is return the streedhan and that will weaken the case further. After that ask your IO to file a charge sheet in the court or close the case by filing closure report.
