Provision for Relaxation in Change of Wrong Resumption Date on Promotion

I have been notionally promoted Steno to PA ( BSNL ) from 01.01.2004. Still, due to receiving my promotion orders on 22.06.2018, I assumed my duties as PA on 22.06.2018, causing my Financial Pay Upgradation was not given as of 2008, 2013 & 2018. Now BSNL offers me my First in 2022,, Please suggest whether any provision of relaxation in a change of assumption date is available in BSNL?

You will have to look into the service rule book whether that kind of provisions are available or not. But in general it appears to be wrong on their part and in my opinion you should file a case against them in either Administrative Tribunal or High Court.
