Landlord holding advance amount Landlord holding advance amount

I recently moved to a property without knowing the actual condition of the house. There is no proper electric setting, so that whatever appliance we touch we can feel the current and after a month now there is fungus in the kitchen cupboards as there is no proper ventilation or light. they have dumped all construction wastes around the house which is dwelling and breeding place of rats and paint buckets left with stagnant water has mosquito. I moved here with my 4mo babynwithout all these issues. Now i said these issues to the owner and i requested my advance amount back so that find a better place
but he is holding it back beyond the painting charges. Please suggest what to ?

A.Dear Sir/Madam,
You may get issue a legal notice stating that it is vacated for the reason stated above and request the landlord to return the advance amount and take the keys.
