I delivered my pre Ph.D.-submission seminar in April 2017.
But my HOD manipulated the Departmental research committee (DRC) minutes and mentioned that I have to defend my synopsis before the DRC again. But there is no such condition in DU (University of Delhi) ordinance. Also my supervisor is satisfied with my research work and is not agree for another pre-submission seminar.
Case was put up before the Research council, University of Delhi and they found that HOD is guilty but still no action of any sort is being taken. I am still not being allowed to submit my thesis. What should I do? how much can i be benefited if i raise a legal notice and take help of police...or court case in which category is harassing case?

A.Dear client kindly send them legal notice through experienced lawyer if they not respond you then you must File a writ petition in Delhi high court.

A.First write a request, then a legal notice and if not solved file a writ petition in High court .

A.please seek this information through RTI ACT2005, after getting the correct position through RTI, FILE A WRIT IN HIGH COURT,DELHI AND GET JUSTICE THROUGH SOME ADVOCATE AND CONTACT VIDHIKARYA.COM

A.If the HOD has been found to be guilty by the University then they should have acted fast and given you the required outcome. Delhi University being a "State" by definition you can directly move the High Court and ask for what you want from them. My suggestion to you would be reach out to some local Delhi Lawyers and move the petition rather than wasting your time. Remember time is precious.
