i am preparing for UPSC CSE exam . my father is working as PANCHAYAT SECRETARY which belongs to GRADE 4 and his annual income is above 8 lakhs(8..30 lakh). Am i eligible for obc ncl reservation.There was confusion whether i am eligible or not becuase his income crossed 8 lakh limit.but in some online forums it was mentioned that for obc govt employees of grade 4 irrespective of income limit obc ncl is applicable .please clarify

A.As per the latest guidelines by the Ministry of Social Justice and Empowerment, the creamy layer criteria for OBC (Other Backward Class) category is based on the income of the individual and his/her immediate family members. If the gross annual income of the individual and his/her immediate family members exceeds Rs. 8 lakhs per annum, they will be classified as the creamy layer and will not be eligible for OBC non-creamy layer benefits.

However, for OBC government employees, there are certain exceptions to the creamy layer criteria. As per the guidelines issued by the Department of Personnel and Training (DoPT), if a person belongs to the OBC category and is employed in a Group C or Group D post in the Central Government or State Government, he/she will be considered as non-creamy layer irrespective of the income limit. This means that if your father is working as a Panchayat Secretary, which is a Group C or Group D post in the State Government, then he will be considered as a non-creamy layer OBC.

Therefore, if your father is classified as a non-creamy layer OBC, then you may be eligible for OBC non-creamy layer benefits provided you meet the other eligibility criteria as per the UPSC guidelines. However, it is advisable to check the latest guidelines and rules regarding OBC reservations and eligibility criteria before applying for the UPSC CSE exam.

A.Dear Sir,
Since your father is working in State Government only salary income will be taken into consideration as such you are not entitled for OBC NCL certificate.
