Harrasment by neighbours. Harrasment by neighbours.

Characters involved in the situation:
Friend-25 years Old
Friend's girlfriend- 24 years old
Neighbors
Landlord.
The building in question is a 3 floor building with one family on top and 2 floors rented out.

A person I know was dragged to the police station due to his neighbor's complaint. He had a girl over and the neighbors had warned him not to bring a girl home earlier. The landlord has no issues with the person in question bringing people from the opposite gender to his home. The parents of both students knew about their relationship and that she was staying over at their house on that day.
The police were also quite brash in their language and moral policing was ongoing. Can this be a case of harassment against the neighbors? Is the police liable if any recording of the incident were to be presented as evidence?

A.Dear Client,
This can be a case of harassment and mishandling, not so much against the neighbour but against the police.
