Gratuity for retiring teachers from Private schools

My mother is a teacher in a renowned private school in Mumbai. She is retiring this year after 17years of service. According to the school authorities, they will decide the amount she should get as gratuity. Is this true? Is there a new law regarding this? Isn't it calculated in a certain way anymore? Please help. We are worried
