Original documents submitted in college

My college had made me sign a document saying that if i leave the college in between of the term then I have to pay the ful fees or they won't give me the documents. Is it possible for me by any chance to get back my documents without paying the fees. Because i checked it and seats were not completely filled in the batch which was 120, but they got 116 students in our batch. Secondly why the reason behind the document I think was that i am blocking a seat of a potential student but that is not the case here. What can I do?
