Electricity theft

Hi, 1 year back in my newly constructed house electricity meter was removed and electricity department caught in electricity theft and fined 4 lakh. I have submitted all the the bill of equipment which was purchased before 6 month. But they are not ready to revise assessment. Can I go court for this.
