Use of unsubstantiated allegations of a NOT PRESSED case in another case

A Petitioner has made certain allegations against the Respondent, but after an year after multiple hearings, decided to withdraw his/her petition as NOT PRESSED. Now can a Third party use those allegations which were not substantiated during that one year period, against the Respondent in his/her defence in a different case?
