What is advisable to file an FIR or a full fledged case against my previous house owner

My previous house owner is Indian but working in Singapore

He hasn’t returned the security deposit money and is saying it went towards the house for maintenance. But after speaking to the current tenant it seems he lied just so that he doesn’t have to return the money
