TITLE SEARCH BY HOUSING FINANCE COMPANY

I want to know does any guideline exist from RBI or NHB or any ruling from any court which makes it mandatory for a housing finance company to do a title search for a property against which home loan is approved and disbursed.
Can the housing finance company disburse home loan into any account of the real estate developer or it has to be done in the account as mentioned in the disbursement request letter or demand letter. as builder might be operating various account for various projects. any guidelines from RBI/NHB or any court ruling about this.

A.Dear Sir,
The bankers are violating many circulars of RBI/NHB and even its own head office. At their risk the concerned Bank officer with little title checkup disburse the amount and the aggrieved party may approach Banking Ombudsman or civil court or debt recovery tribunal.

Thanks for the reply. Have a case going on in consumer court against a HFC. I am looking for circulars/guidelines or any court ruling which state this.
