My father originally belongs to Bihar but migrated to Jharkhand.
Now if his son is applying for OBC-NCL , then should he produce OBC-NCL from Jharkhand or Bihar?

A person can't hold more than one certificate at a time, so if you I father holds a certificate of Bihar or he was issued a certificate on his migration to jharkhand surrendering the earlier one, then you need to produce the certificate accordingly to apply for OBC NCL certificate.
