Eye witness demanding money

There was case file by my wife about pysical fight between she and builder due to some payment issue from builder side. Post fir and chargesheet we did the settlement. Now eye witness are my relatives and demanding money to close the case. I belive their signature require to close the case. Though my wife is from victim side still these guys asking money for signing the case closure statement.
