I want to purchase second hand bike but the owner is physically no well so he can't went to rto office so what should i do to transfer the ownership of two wheeler is seller presence is required to process of transferring of ownership.

A.Dear Client,
For the transfer of ownership of a vehicle from Seller to Purchaser, Seller should present himself physically before the Registering Authority under M V Act, 1988 for sale verification and the reason behind this verification is to verify whether on the date of transfer of the vehicle, owner/transferor is alive because in course of processing of an application for transfer of the vehicle, if the seller/owner dies, then the registration of the vehicle is withheld or kept in abeyance till the legal heirs of the deceased seller file their NOC for such transfer of ownership of the vehicle.

A.Dear client,
No, there is no need for the seller to be physically present at the RTO during the process of transfer of ownership but it may be necessary in certain exemplary situations.
You need the following documents:

Address Proof: This can be your Aadhaar card, electricity bill (if the name on the bill matches the buyer’s name), rent agreement, or passport.

ID Proof: This needs to be a government-issued ID, so an Aadhaar card, voter ID, passport, or driver’s licence will do.

Photo: A passport-size photo of the buyer is required for the transfer of vehicle ownership in Bangalore. Follow the passport/visa photo guidelines (face should occupy more than 70% of the frame, ears should not be covered, no headgear, proper lighting, etc.).

Photo and ID proof requirements might not be the same everywhere. To be on the safe side, get copies of your address proof, ID proof, and photos of both the buyer and seller.

Original Registration: When a vehicle is transferred, a new registration is issued, and the old registration needs to be surrendered. This is why the original document is required. If you have lost the original document, you will need to get a duplicate first. On receipt of the ‘original duplicate,’ you can initiate the transfer of ownership. This is a non-negotiable requirement and an attested copy will not work.

Form 29 (Two Copies): This is the notice of transfer of ownership of a vehicle.

Form 30 (Two Copies): This is the application form for the transfer of ownership of a vehicle in Bangalore.

Vehicle Insurance (Copy): For the transfer of vehicle ownership in Bangalore, you need to have valid car insurance to transfer the ownership of a vehicle in Bangalore. To be on the safe side, make sure the policy does not expire for at least two months from the date of initiation of the transfer of ownership. If you cannot find the insurance copy, you can get a duplicate copy.
If you cannot remember your insurance company, register with the mParivahan app, a digital repository for all your vehicle needs. You can then enter your vehicle’s details (you’ll require your registration number, engine number, and chassis number), and you will get all the available information on your insurance provider.

PUC Certificate (Copy): Just like the insurance, your Pollution Under Control (PUC) certificate needs to be valid. It should ideally be valid for a few months from the date of submission of the transfer documents. If you do not know when your vehicle’s PUC will expire, you can check the mParivahan app for that.

Chassis Prints: This involves taking multiple tracings of your vehicle’s chassis number from the number stamped on the body. This is done by using a pencil with soft lead and a sheet of paper and rubbing the pencil along the paper placed on the number until it shows up. The RTO requires only two chassis prints to be attached to the form, but it is wise to take multiple prints because unclear tracings will be rejected.
