Refund of security money after graduating. Refund of security money after graduating.

I have graduated in yr 2022, 18 months passed still they are not refunding my security deposit (refundable at time of admission).
I have documentary evidence as bills and Demand draft no.
Applied for it with an application to principal.
Whenever I enquired , the accountant of college keeps on making excuses that it is in process, but 2-3 of my batch mates have received there money back. But now year passed rest 80 students haven't been paid back.

I do researched on web that education doesn't comes under preview of Consumer Protection Act. from 2019 (plz rectify, if wrong)

So what are my legal ways apart from legal notice? Do I need any more evidence for my case?
Do I need to go for civil suit(money recovery) or for criminal suit (cheating) for quick disposal of case.??

A.Dear Client,
In view of the Judgment/orders passed by the Supreme Court, and High Courts on the subject, it is proved that with regard to the application of the Consumer Protection Act, is justified in case of educational activity or service rendered by the University/educational institutes. Students are direct consumers or beneficiaries of the service or facility provided by universities/educational institutes. The exemption of the University/educational institutes from the scope of the Act will convert the educational into a business sector. So you can escalate your complaint against the College before a Consumer Court claiming a refundable security deposit for deficiency in service and compensation for harassment under the Consumer Protection Act. The complaint needs to be filed before the Consumer Court within two years from the date of cause of action i.e, denial of the claim for refund of SD.

A.Dear client,
Firstly you should send a legal notice through a lawyer. If you fail to get any reponse, then file a complaint before the consumer court. You may file a criminal complaint against the college as well. It would be better to approach consumer court being a student.
