rental agreement has expired and want to evacuate the shop

Dear Sir,
we have a small market with 8 shops. The land is purchased in my mother's name. we lost our mother two years before. From starting period my younger brother is taking care of and collected money. For the last year, my father is taking care of and collecting all money. I don't have an issue with the money but the problem is my father is interfering is the structure of the market and they give the shop at the lowest price without any discussion. As per shop ower demand, they are making stairs already we have 20 feet stairs after that he do all things. Not a single shopkeeper has an agreement. some have expired two years before. Even not collected money as per agreement. so I need to evacuate all shopkeepers (3 people, 1 woman). Kindly suggest
