i purchased a second had 4 weeler , i have 2500 to to an agent to change the name in my RC, I told her that i have NOC for my vehicle , she said that she would cancel it and instead me to pay 2500 , after paying she also sent an person to collect my vehicle original documents, i have my vehicle original documents and NOC in the month of march , now she ignores my call and sms, now it is 5 months completed.

Once a buyer is agreed to buy the car then the seller/owner of the vehicle is called on for discharging necessary formalities regarding the transfer of ownership of the vehicle in compliance with the standing procedures as laid down under the Motor Vehicles Act, 1988 and Rules, 1989. There are statutory forms to be signed both by the ex-owner and the present owner to process the transfer of ownership of the vehicle in RC. As per Act, once a vehicle is sold, the purchaser has to submit statutory forms and other required documents within 30 days to the concerned RTO for processing the transfer of ownership in RC(Form-23). Now all the jobs related to motor vehicle is done online. Before buying a second-hand vehicle, a buyer should access the status of the vehicle which is available now online, and being satisfied with the status of the vehicle, he should agree to the deal. If the vehicle is any way blacklisted by police for any reason, then you being a possessor of the said vehicle may face unwanted legal consequences. So, in the prevailing situation, take out an updated status of the vehicle from the online portal and visit the concerned RTO/ARTO for resolving the matter to avoid all sorts of unwanted situations.

A.Dear client,
You can file a complaint at your nearest police station against that agent. You can also send a legal notice to that agent regarding this matter.

A.Dear Sir,
You have to approach Police or get issue a strong legal notice. Better to have a word in person by approaching her at her residence or office.
