Lab technician running dental clinic

I went to a clinic in my locality for braces treatment. Doctor(who owns it) told me that an MDS doctor would do my treatment and asked me to pay 7k as initial payment. I started my treatment and the doctor did nothing with my teeth and after 5-6 months told me that he was going to remove my braces. I told him that my teeth are same as they were before the treatment. I asked him if teeth extraction can fix the issue and he agreed. He extracted my 2 teeth but later he said he had no time so the doctor who owns the clinic extracted 2 remaining teeth. It did not cause any damage to me. But later I got to know that this person is not a doctor but a lab technician who is running a clinic and calls doctors on appointments. Neither this technician nor the orthodontist gave me any receipt of the treatment. And I also got to know that this orthodontist has not done MDS and I doubt that he is also not registered with any state dental Council since his registration no. is not mentioned on the clinic's board. It's been 2 years and I have 4 big gaps in my mouth and the doctor has done nothing and he always delays the treatment every month. He comes only once in 2-3 months when generally braces appointment is done every month. What can I do against these 2 people when I have no receipt of the treatment , all I have is some whatsapp msgs with that technician asking when would the doctor come for my appointment.

In the given situation, you should register a complaint both against the clinic and the treating doctor before the Licensing Authority under the State Clinical Establishment Act and the State Dental Medical Council over alleged unfair trade practices and medical negligence endorsing a copy to trade license issuing authority i.e, concerned Municipal Corporation for necessary action in this regard. Simultaneously, you can also file a complaint before the Consumer Court against the clinic and the doctor for medical negligence, deficiency in service and unfair trade practice claiming compensation for harassment and injury.
