Mental harassment caused by neighbour in society

We stay in a cooperative society where the secretary of our bldg is an advocate who always threat Society members by false allegations and legal notices so that no member can ask him questions on Society accounts and functions.
No one is allowed to run commercial activity in society flats but the advocate himself runs stitching classes in which daily more than 50 ladies enters our society which is Security concern too??
He is continuously harrassing our members by filing private case in court and sharing the screen shot of cases to other members in society on whts up to show his advocacy and prove himself big and satisfy ego.
Few members are really facing defame and mentally torture by such activity .kindly advise
