I always keep my dog on leash but accidentally he got unleashed for 5 min and society has fined me for 25000 for the same

A.Dear Sir,
It is beyond their powers and you may get issue a legal notice to the Society people and ask for refund of the said amount. The said Dog not done any nuisance or harm to anybody.

In pursuance of Section 9(k) Prevention of Cruelty to Animals Act,1960, it is illegal for housing societies to pass pet bye laws that disallow pets, not even on a majority vote by the residents of the society. According to article 51 A (g), it is the duty of every citizen to have compassion for animals and any living creature. Pet owners are advised to keep their pets on leash in all common areas. However, RWAs and AOAs cannot insist on the use of muzzles. The law already provides for penalties for negligent pet owners, which the aggrieved parties can avail of.
