Problem in village related to mentally ill person

Sir/Madam good morning I am iragareddy from Y.S.R Kadapa in my village one mentally ill person is there (person of unsound mind)he does not have family both mother and father died and his wife also separated . Here my question is he does not get monthly pension because of he does not have Aadhar and ration card , two years before he was got pension only two months then onwards he doesn't not get pension because of his name not updated in MPDO office , I was informed about his condition to mandal level and district level officials but they are helpless to help this mentally ill person , here my second question is from govt will give exemption to his or not without Aadhar and ration card he will monthly help or pension from govt sir pls give me correct suggestion about this issue and is there any other alternate to get help from govt pls tell me without filing writ petition because of he doesn't eat food daily once ...he eat every days once only pls give me suggestion sir
