A.Dear Sir,
You may go to the concerned Court or High Court to regularize your driving license. It seems the RTO authorities not ready to take any risk and not ready to extend any liniency to you.

A.Dear Client
Make sure that the three-month suspension period has elapsed. If it has, gather evidence of the completion of the suspension period, such as the payment receipt for the fine. Go back to the RTO where you initially dealt with the suspension. Present your evidence of the completion of the suspension period and inquire about the status of your license. If they insist that you need to go to court, ask for specific details about the court process. If the RTO advises you to go to court, contact the court specified. Inquire about the process for getting your license reinstated. They should provide you with information on any necessary documentation, procedures, or hearings.
