Refund Fees from Institute

I paid fees in one of the institutes for the course but the course is not satisfactory that's why the process to refund but they are not ready to refund me, what should I do for a refund.
A.Dear client,
According to the revised rules of the University Grant Commission, the universities are directed to refund the whole fee apart from the deduction of a maximum of Rs. 1000 if the student withdraws or cancels his/her admission within the deadline.
Based on if you are within the timelimit or not you can withdraw your admission and claim refund for the amount paid.

A.Dear Client,
In the absence of any refund policy for course fees on cancellation of admission, you are not entitled to get a refund of course fees from the Institute. If you can prove any deficiency in service on the part of the Institute, you can claim a refund of course fees by filing a complaint before the Consumer Forum against the Institute for alleged deficiency in service, The Complaint needs to be filed within two years from the date of cause of action.
