It is late because I was ashamed & afraid what would others say I'm even afraid to complaint now & I don't know how the cops will react and laugh at me

I tried to forget it but I can't get it out of my mind & I'm ashamed to complaint I feel that people will laugh at me & I didn't even know I had right to complaint because before 2011 they didn't have poscos act & it wasn't recognized as a crime at morning at 4 &5 all of sudden that comes into mind i feel like killing myself and I don't know if they are gonna be witness or no & I don't even have money to hire a lawyer

better to concentrate on your career,
if determined to take action, first of all, take your sister and/or any other student in belief and then start the proceedings.
if you require any legal help, approach DLSA which provides free legal help to aspirants.

& it happened in 2005 so untill 2011 it was not considered as a crime before poscos act so I just want to make sure that I can register a case or no

If you cannot hire a lawyer then there are provisions to get free legal aid. She stays abroad. But then to you complain. Further more the point here is how long has it been after that incident and do you just want to lodge a complain to tharras the person for the acts. Think about the same and then proceed.

I can't get it out of my mind I feel like killing myself I want her to know how I was suffering because of her I couldn't study I couldn't concentrate on anything I tried to forget it but I'm unable to forget it all of sudden it strikes my mind in the morning at 4 & 5 & sometimes when I'm in class it strikes my mind and I feel like killing myself

Sir these suicidal thoughts will not get away from a litigation. It will be all the more frustrating if this litigation gets prolonged. What you need is proper counselling which will help you move away from such thoughts and focus upon your career and studies. A proper counselling will probably be the best aid which will help you if not forget then at least set aside such things as there are far greater things in life which you should look forward to.

You can file a case but no one can tell how long will it take for you to punish that person. Plus you are saying that such thoughts are making you suicidal. On top of that if you litigate this you will need to stay in the zone and remember everything. Even you don't know if justice gets delivered when shall it be.
I have just given you two ways of dealing with the present matter. It is up to you as to how do you want to proceed with it.

Can you help me do that because I spoke to Hyderabad commissionerate on WhatsApp he told me that I can't file a case because I don't know her current residential address and it's been years that incident happened
