Affiliated College not providing Mark sheets and Degree Certificate

My sister in law completed BA English at Aries Women's College is affiliated with Thiruvalluvar University. 2 years gone. I dont have any dues. Still They are not providing final semester and overall marksheet and Degree Certificate. Every time asking they told university still not send to us. How can i get this?
A.Dear client, the college cannot hold your mark sheets and certificate if there are no dues to the college.
You can send a legal notice to the college reagrding the same and if the college haven't given the mark sheet and certificate then file a complaint under sec 406 of ipc which deals with criminal breach of trust.
