Can govt vapous VAC case against his employee on merit basis Can govt vapous VAC case against his employee on merit basis

VAC arrested an engineer on a Complaint of a contractor. He refused to pay bill since the contractor attached a bogus bill for 30000 for cement purchase. Actually he has not purchased. Later sales tax authority confirmed that it is a fabricated bill. Additionally the complainant done forgery certificates and evaded 45 lakhs tax. Moreover so many criminal cases against the complainant. Totally he is not genuine n misappropriated govt fund. All are proven by RTI docs n court order. Case is under trial. Witness is going on.
Now Pl let me know is there any provision to withdraw the VAC case against his employee on merit basis. Wt is the guidelines. Or should he meet the trial for long years. Kindly clarify sir.
