Falsely accused in an attempted theft case

My friend was falsely accused in a dog theft case whereby one of the suspects accused my friend to be part of it.
Ofcourse he has no proof of it. But still the police arrested my friend on 15 October 2019. We have had three court hearings till now, but when it is time for the hearing, the judge simply refuses to even take up the case without giving any valid reason.
It's been a month now that my innocent friend is in prison for something he has not even done.
Even the policemen who arrested feel confident that he is innocent but no one can do anything as the judge simply doesn't take up the case at all.
Please suggest me what to do?

A.Hi,
This seems to be a groos violation of your friend's fundamental Rights to Life guranteed by the Constitution of India under article 21.
You can make an application to the Principal District Judge (PDJ) highlighting the facts of your case and request him to take up the matter urgently as an innocent person is suffering in jail.
