Show cause notice

I have ordered sex toy on AliExpress worth rs.250, i dint get the product it was seized by custom, i disoute the product and got my money from AliExpress. Now i have got show cause notice from customs. Will they as for penalty or any arrest.
What i have to do now..admit and pay penalty or as i got the refund can i say that i cant take pay.

A.1. It may be a fraud call/notice,
2. check for the authenticity of the notice from the customs department,
3. If false, file a police complaint about extortion of money and mental harassment, and,
4. if Valid, go and pay the penalty or defend the case
