A. 1) As you have made the agreement of development with the builder in the year 2012 then by default in the agreement there would be the START DATE and END DATE of the completing of the project work and so by default if the last date of the registered agreement has ended and still the builder has not built anything then, by default this agreement would have till now become null and void.

A. It depends on the CONTRACT Agreement with you & the Principal Employer. If all the site liability is given in written contract then, the Contractor will have to pay the Onsite- Death liability.
