A. Hi,
Ordinary Courts do not have jurisdiction to implead the Army as parties to the proceedings, except in exceptional circumstances. As such, you are better off trying to sort this matter out internally along the army's chain of command. They have the discretion to promote or demote anyone they wish.

The college authorities have a duty to clarify this discrepancy with you. Maintain records of your original enrollment number and the verification process. You can file a writ petition in the High Court to seek relief.
