Complain to the police for defamation and outraging a woman's modesty under Sections 499, 500, and 509 IPC. The cyber police can help in tracking his location. The social media platforms can ban him if there is sufficient proof of wrongdoing.

OR are you wanting a VISA for going abroad.... then there are many countries which have on Arrival visa so in those countries wearing a cap while applying for a marriage certificate will not create a problem

1. This will depend on whether this evidence outweighs the other evidence. If the case is false, she can be punished under S.209 IPC.
2. The complaint would be valid so long as it has been made to the police or a Magistrate. There must be some error in the printing, you can get this issue resolved in Court.
