Have you spoken to him before sending a mutual divorce notice? If yes, then he might have missed it by chance. Try to send it again by contacting him. If you haven't spoken to him about this and if he is not ready for mutual divorce, you might have a file a contested divorce suit. Section 13 of the Hindu Marriage Act provides for grounds under which a spouse can file for a contested divorce in India.

This Karnataka Societies act 1960 is the law which prescribes rules for registering a society ( like an NGO) and its administration and this is not the right law under which an apartment association (so called society) should be registered for maintenance of the apartment.
The residents of the apartment are supposed to form an association as per the laws under the Karnataka Apartment owner act 1972.

Lift use in housing society

There is no such law or rule that says that hospitals (or any office for that matter) can't use the same lifts used by the residents of the building.
Lifts in organized housing communities are no longer a luxury, as they formerly were and maybe the same is being followed in your society. The costs of preservation of lifts are high. So you are definitely eligible to use it if you are paying maintenance to society.

The government had stipulated that it would be revised every three years and September 13, 2017 (Rs 8 lakh) was the last revision and it is now more than three years since the last revision. If the notifications of Central and State are contradicting each other, then the Central rules will prevail over the state rules. However you can file a writ petition before the Karnataka High Court to move with the same legally.
