There is always a clause in the agreement that states which and what amounts are refundable and what are not. Booking fee, registration fee, admission fee, etc are generally non-refundable.
However, it is advisable to talk to the authorities and understand as to why are they not refunding the said amount when you did not avail any of their services. Or you can proceed legally by registering a case in the Consumer Court for the refund of your costs.

What is the reason for not continuing the course? If the reason on logical and valid then they should return the amount unless there is no refund police to which you would have agreed earlier. If they do not listen to you then you can try to send a legal notice through a lawyer.
