Apartment has no Association and Denying to form it
My apartment age is 12 years old and there is no association yet, only 2-3 people is maintaining and no discussions to take decisions. I have informed them multiple times still they are doing as usual

One time maintenance - double payment issue

You need to understand here that the society is not at fault but the builder is and when you all start living the society then you need funds to run the maintenance of the society and hence you all should pay. Whatever you have paid to the builder you can file a case against him to seek your money back but logically speaking the society has not received any money from you.

If you have his address or email id then you can send him a legal notice through a lawyer to recover your due amount plus what ever you want to legally get from him. Going froward you need to have agreements in place any future transactions.
