A. As of now there's no requirement per se which from the MCA of MeITY which has notified the companies that the data protection policy will need the board resolution or approval. What a company or website needs to have is to have a proper data protection policy in place.

Please consider whether it is violating your fundamental rights under Art.16 of the Constitution which prohibits the employer to discriminate in matters of public employment. You can file a writ petition before the High Court as per Art. 226.

This is a classic case of breach of employee contract. You first have send them a legal notice highlighting your grievance.
Alternatively you can contact the local labour commissioner who has conciliatory powers and can call the employer to understand the legal justification for holding back your salary and relieving letters.
