A. Calling the police is the most effective way as in this case, trying a court procedding seems taxing and unnecessary. Though a Court proceeding under section 290, IPC could be initiated but it would be better if you just call the police and take support from other neighbors to put extensive pressure on the Police. The harassment is likely to stop.
