Yes, blank cheque could be filed, as the person by giving the blank cheque has consented for the payment. Interest rate depends upon various factors.

You can file a complaint against them for fraud and cheating under Sections 415 and 420 of the Indian Penal Code. You may also file a suit for malicious prosecution under S.209 IPC.
As you are a legal heir of your father, you can claim a share of his property by filing a partition suit.

A. Hi,
You can file a complaint for extortion (S.383 IPC) and criminal force (S.350 IPC). However, seeing as the police seem to be against you, this might not be the most effective option. Their corruption can be dealt with once you have an assurance of you family's and your safety. For the fake cases, you can institute a suit of malicious prosecution against them.

If they are not mentioning you specifically and publishing it to the general public, then they are protected by the right to freedom of speech and expression. If there is evidence linking you to their posts, then you will have to approach the concerned cyber police and file a complaint under Sections 499 and 500 of the Indian Penal Code. You can also file a suit claiming damages for defamation.
