As per the Hindu Law one cannot marry a relative who belong to the same SAPINDA. Sapinda is something which links the ancestory of the person as if they come from the same stock (PINDA). You check with your local traditions and rules whether you and the girl will fall into the same sapinda or not. If not then you can marry.

1. Reach our to the Gram Panchayat and submit an application for change of address providing all the relevant documents in support of that.
2. If they do it good and if they don't do it then reach out to the court ( Preferably High Court) and file an application against Panchayat seeking a direction from the court to change the address.

OR
File a declaratory suit in any court (as per the jurisdiction) and then go the panchayat with the order copy for change.
