Sunday is the weekly off for us , due to heavy rain they announced Thursday as a holiday and compensate this leave to coming Sunday, so need work continuously 8 days, is they have a rights to do this

If there is a valid license already, there is no need of any license for A to manufacture. He can start manufacturing in the factory but the existing license should be legally valid and not expired at the time of work.
