It is good that you escalated the issue to higher authorities about not getting the receipt for your fee paid. You don't have to be scared about it. They might have called you to give you the concerned documents and in case if he tries to threaten you or something, make sure you have the evidence to prove it and you can get him suspended for the same.

The police cant investigate non-cognizable offences without filing the case so if you feel they are investigating without registering the case you can consult a lawyer and proceed accordingly.
