It is a disputed fact whether you were driving the vehicle or the person not holding Driving License was driving the vehicle. The Police have wide powers of seizure. You can go to High Court or concerned Magistrate Court to get back such DL since you have not committed any mischief under the provisions of Motor Vehicles Act as such the seizure and cornification is illegal.

It is not wise to pay the amounts online in respect of traffic offences because most of the payment gateways are having faults. Better assigned job to pay in person and to take hard copy receipt, if you are busy.

This is being happening if you choose the transporters not having wide network. Anyway you have a right to claim compensation by approaching consumer court. First get issue a legal notice then file a case before consumer court and you can conduct it in person.

There is no prohibition in the Motor Vehicle Act, 1988, and the Central Motor Vehicle Rules, 1989 against the installation of luggage carriers atop private four-wheelers to carry the luggage of passengers of that vehicle. There is no requirement to take prior permission for installing the carrier either. Installation of carriers is completely legal irrespective of the type of car you are driving down the road.
