A. Sir, it depends upon the bylaws if the society you exist in, whether they allow different Electricity connections for the same unit. Though electricity connection can be given separately to each and every flats / plots in the Society. You will get the Electricity Bills with the benefit of applicable slab tariff rate in respect of their electricity consumption. Such slab tariffs are lower than the tariff of Single Point Connection

A. In my humble suggestion, the muttawali is just the manager or care taker of the waqf property and he does not have a right to sell the property.
