Patta transfer

In the year of 2000, we purchased a property. It belongs to a person. It was sold by his wife and sons as he was no more at the time of selling.
Now (2020), when we ask for patta transfer, VAO asks for Heir certificate.
We can't trace the seller, as they moved to Chennai long long ago...
Now, what could be the solution for this.? Pl advice..

A.1. Make an official representation in wiring,

A.It is too late. However you can file suit in civil court and get a direction to the Tahasildar.
