Reply given by Bank is not satisfactory

I was filed a RTI application regarding not releasing two increments in lieu of CAIIB and asked to provide the such guidelines on which basis bank has stopped my 2 increments. But bank has replied that the " mangi gai suchna paristhitijanay hai atah sec 2(f) ke antargat uplabdh nahi karai ja sakti" whether such reply is correct ? what I should do further.
A.You may approach Service Tribunal or High Court.
