Stay order to continue construction

I have started building my house in layout. According to map I have started my construction but neighborhood person claiming my property. And there is one land missing in old layout. Now they have stopped my construction work by giving complaint to concellor and commissioner. How to fight against them. If one plot went to road, what court will decide. If I obtain stay order can I start my construction..what type of stay order I should get

You have to get stay against the other side not to interfere with your ongoing constructions. Secondly the person whose site is not there or taken for forming a road then he must claim compensation from all the concerned and he cannot complain against you.
