Wants to send legal notice to my neighbor

I have issue with My neighbor who runs a nursing home next to my home its a residential area and it’s getting annoying nursing Home does not have parking facilities and seating arrangements for patients or visitors they parking their vehicles near Our gate it’s quite annoying please advice how should i proceed

send a notice to nursing home authority mentioning the specific problems and mark a copy to local municipal corporation as they can dealt with parking issues and other nuisances .
