On the basis of mou we can claim rights on that property which we want to be buy?

MOU only certify that there were some understanding between both parties where in violation parties can claim damage compensation or any other relief specifically agreed in MOU and if it comes under such type of property which can not be compensated rather performance required. then you can claim your right under specific relief act.
However ownership on immovable property only can be claimed through registered sale deed/conveyance deed .
