Dispute with builder

Hello Sir,
I am a Nri. And have purchased shops from a builder. Recently I have been aware of the fact that the shops don't have GHMC permission, no brs and no lrs. We paid 32 lakhs 20 thousand all through bank transfers. We have an nri bank account and we paid on the builders name through that. Now, we are not interested in the shops and we need your advise what legal action can be taken in this matter. We need our money back. Thank you Sir. Would really appreciate your advise and guidance.
