Process to convert patta land in to industrial land

My father in-law earlier purchased a patta land by way of a stamp paper. Now he wants to transfer such land to his daughter. Daughter wants to start up small industry on such plot of land. So require land conversation from patta to industrial. Please guide the process if possible under west Bengal Act. Keeping on mind to get msme loan through DIC .
